    - Non-crappy internet for OC, Van Wagoner Hall, etc.
    - Parking structures where they’re needed.
    - Enough residency halls that are of decent quality.

    But no, the women’s golf team needed $7 million of it. And if the university’s budget management can’t get the simple fact that a single parking space benefits the campus far more than that OC facade, they’re unlikely going to have the slightest clue about how to put $21 million to any use.
